Tha name of this festival "卦亭" is spelled "Keichin" in Alphabet. "Keichin" is a kind of the Bow festival, popular in Nara prefecture, but ramain only at three places in Nara city, Oshikumahachiman srine, Nakayamahachiman shrine and Sakihigashi, and other several points around middle area in Nara plane. Each festival is spelled "卦亭""結縁"結鎮""華鎮" in Kanji. I guess keichin was orignated from "鬼鎮 (Onishizume)",which mean exorcising the evil spirit.
Firstly it was changed to "Kichin" by the Han pronunciation of a Chinese character, After that it was changed to "Kechin" by local accent, and at last changed to "Keichin" like as now.
Oshikumahachiman was separated and moved from Nakayamahachinan shrine in Genroku of Edo Era and Keichin at Nakayamahachinan shrine is spelled "結縁", which is a word from Buddhism.
